The Municipal Council of Beau Bassin/Rose Hill, Mauritius

The Municipal Council of Beau Bassin / Rose Hill is the Planning Authority for the region of Beau Bassin Rose Hill, as covered by the Outline Scheme, 1982 (Plan d’aménagement du territoire) prepared under the Town & Country Planning Act, 1954.

The execution of responsibility of the Local Authority as a Planning Authority is done by its Planning Department; presently composing of 17 staff members.  The department is actually headed by Mr. Vijay Pyranah Bangaroo, Planning Officer and also Acting as Head, Planning Department.  The workforce consists mainly of Inspectors and Clerical Officers.

Under several legislations, no person within the township of Beau Bassin/ Rose Hill can carry out development on land without the prior approval of our Municipal Council.  Thus, the prospective developer has to submit his / her application for a Building & Land Use Permit at the Counter of our Planning Department  and to contact officers here even for development which is exempted from such permit.

Since 1^st October 2006 with the coming into force of The Business Facilitation (Miscellaneous provisions)Act 2006, the ways / methods/ timing by which the planning system operates has undergone several changes; thus promoting transparency, fairness, quickness, equality, efficiency & effectiveness.

The changes include the following:

• Renaming of Development Permit and /or Building Permit into Building & Land Use Permit(BLP).
• Amendments to Building Act, Town & Country Planning Act, Environment Protection Act, Local Government Act
• Introduction of clusters for development: residential, commercial, industrial, services, sui generis, installation of motors, excision / subdivision of land.
• Determination of application(s) for BLP within 2 weeks (10 working days) and 3 days (for applicants holding a SEHDA certificate) from the effective date of the submission / registration of application(s); previously the legal delay was 6 weeks.
• Review of fees by regulations for payment by applicant for applications approved for BLP as follows:
