With a staff of 342 employees which includes 2 Principal Health Inspectors, 4 Senior Health Inspectors, 12 Health Inspectors, 2  Overseer, 19 Drivers/Scavenging Supervisors, 264 Refuse Collectors, 8 Watchmen, 1 Office Attendant, 1 Office Management Assistant, 2 Management Support Officers, 1 Word Processor, 19 General Workers, 6 Chemical Sprayers, 46 General Workers, 7 Chemical Sprayers. The department is responsible for the following:

  1. The proper running of the scavenging service throughout the town, including before the brushcutting/weeding of street borders, herbicide spraying and cleaning of open drains.
  2. The Rose Hill and Beau Bassin markets, New Arab Town, DA Patten Fair, Plaisance Fair, Chebel market fair.
  3. Collection of fees concerning all economic operators in the town.
  4. Issue of new licences and renewal of existing ones and carry out Expost Control exercises.
  5. Attending to complaints from members of public/ministries.
  6. Inspection of all commercial buildings and private premises of the town.
  7. Routine inspections for detection of nuisances such as overgrown waste lands, deposit of refuse on street borders, bushy hedges
  8. Control of hawkers in the town.

 

REFUSE COLLECTION

For the purpose of refuse collection, the town is divided into 27 sections each providing a weekly service to residential premises and a daily service to commercial premises and 2 flying sections. In the commercial centre of the town, a thrice daily service is being provided. A lorry service is provided against payment of a fee of Rs 600 per trip for collection of bulky waste/green waste without municipal labour and Rs 1500 per trip with municipal labour. Requests for emergency collection of refuse, due to funeral, etc. and of dead animal are entertained by the Health Department.

CHEBEL CREMATORIUM

MARKETS AND FAIRS

There are actually 6 markets / fairs controlled by the Council, namely Rose Hill, Beau Bassin Market, Da Patten, Plaisance and Chebel Fair.

A new market/fair has been recently constructed at Duncan Taylor Street known as The New Arab Town and is already operational.

The 6 markets / fairs are within the geographic area of the Council. The Market/Fairs are regulated by the Beau Bassin/Rose Hill (Market and Fairs) Regulations 2017 of GN 216 of 2017.

1 Rose Hill Market Rose Hill market consists of whole space, within the precincts of the building situated at Duncan Taylor and bounded one side by Dr. Maurice Cure Street and another side by Elias Street Rose Hill. Rose Hill market is divided into three sections namely ‘A’, ‘B’ and ‘C’ market.
A’ market is confined to the Fish, Meat, Pork and Poultry sections in Rose Hill market
‘B’ market is confined to the vegetable, bread, cakes and flower section in the Rose Hill market

2 Beau Bassin Market The Beau Bassin market consist of whole space, within the precincts of the building situated at Royal Road Beau Bassin and bounded one side by the Beau Basin Taxi stand, the other side by Bijoux garden and the other side by Asylum Barkly street. Weekdays: 06.00 to 18.00
Sundays and Public Holidays:  06.00 to Noon
3 Da Patten Fair The Da Patten Fair consists of the whole space, ground floor, within the precincts of the building situated along Duncan Taylor Street, Rose Hill and so designated by the Council for the sale of goods or any other activity under its control. Weekdays: 07:00 to 18.00
Sundays and Public Holidays: 07:00 to Noon
4 Plaisance Fair The Plaisance Fair consist of the whole space, ground, first floor and 2nd Floor, within the precincts of the building situated at the corner of Hajee Alaman and Sister Marie Clemence Streets, Plaisance and bounded by one side by Hajee Alaman Street, by one side by Sister Marie Clemence street and another side by Dr. Emile Duvivier Municipal Centre and Emmanuel Anquetil Stadium, Rose Hill and so designated by the Council for the sale of goods or any other activity under its control.
The Fair is divided into three sections hereafter referred as section A and section B.
a) The sale of vegetables and groceries shall be confined to section A on the ground floor comprising of 139 stalls
b) The sale of fancy goods shall be confined to section B found in the yard of the fair comprising of 64 stalls.
c) The sale of cakes and non-alcoholic beverages shall be confined to the kiosk found in the yard in the fair.
d) The 1st Floor is being used as a Multi-Purpose Hall by the Municipal Council.

If Wednesday and Saturdays are Public Holidays 06:00 to Noon
5 Chebel Fair The Chebel Fair consists of the whole space, ground floor, within the precincts of the building situated along Chebel Branch Road, Chebel and so designated by the Council for the sale of goods or any other activity under its control. The Chebel Fair shall be divided shall be divided into such sections as may be approved by the Council. Weekdays: 07:00 to 18.00
Sundays and Public Holidays: 07:00 to Noon
6 New Arab Town The New Arab Town consist of whole space, within the precincts of the building situated at Duncan Taylor Street Rose Hill and bounded one side by Sir Gaëtan Duval Stadium, the other side by the Da Patten Fair.  New Arab Town shall be divided into sections as may be approved by the Council. Weekdays: 06:00 to 18.00
Sundays and Public Holidays: 06:00 to Noon

 

Allocation of Stalls

Stalls in market/fairs are allocated by expression of interest and publications are made on newspapers as and when vacant stalls are available.

The following main conditions will apply:

  • Applicant must be a resident of the Council Area
  • Applicant must be unemployed.
  • Applicant must personally work on the stall
