Matters relating to the staff of the Council are submitted to this committee for consideration. However the powers of this committee are limited. It mainly acts as an advisory committee taking up matters in connection with the promotion of both the well-being of the employee as well as productivity. The Administration then find ways and means to implement the recommendations of the Committee within the prescribed procedures.

Questions pertaining to recruitment of staff, promotion, dismissal, salary or conditions of services are dealt with by the Local Government Service Commission or the Pay Research Bureau.
